Yep, but Amery used it to more devestating effect, bringing down Neville Chamberlain in the incredibly charged debate on a vote of no-confidence following the failed Norway campaign. Contemporaries said it was the most electrifying and devestating speech they'd ever heard, which was unusual as it came from a man whose speeches usually had most people falling asleep.

To be completely fair to the man, he could say "€1,000 to everyone" and I probably would still disagree with him due to my brain thinking "he is wrong here" on many issues. It is one of my quirks I suppose, and my brain has added him into the "always wrong" group.
